China entered in force Ship Reporting and Entry Requirements

New Reporting and Entry Requirements for ships of foreign nationality entering to the territorial sea of China

As per Maritime Safety Administration (MSA) of the People’s Republic of China notice, new reporting requirements entered into force on 1 September 2021 regarding ships of foreign nationality when entering the territorial sea of China. Ships related to the aforementioned requirement are mentioned here below:

-Submersibles                               

-Nuclear powered vessels

-Ships carrying radioactive materials

-Ships carrying bulk oil, chemicals, liquefied gas and other toxic and harmful substances

-Other vessels that may endanger the maritime traffic safety of the P.R.China prescribed by laws, administrative regulations or provisions of the State Council

Report should include ship information,  last port of call and departure time and the next port of call and estimated time of arrival. In addition, they must specify if any dangerous goods or noxious cargoes are on-board.

After entering the territorial sea of the China, follow-up report is not required if the vessel automatic identification system (AIS) is in good condition. Malfunction to AIS results an additional information should be reported every two hours until the vessel leaves China’s territorial sea.

If categorized ships violate the notice, the MSA shall impose a fine to ship operator/owner and to Master of the ship.
