Amendments to MARPOL Annex VI (Regulation 13)

The NOx control requirements of Annex VI apply to marine diesel engines of over 130 kW output power, other than those used for emergency purposes, installed onto ships of any tonnage.

The control of diesel engine NOemissions is achieved through survey and related certification requirements (Engine International Air Pollution Prevention Certificate – EIAPP), as per regulations 13.8 and 5.3.2 respectively.

The emission value for a diesel engine is to be determined in accordance with the NOx Technical Code 2008 in case of Tier II and Tier III limits.  As per Resolution MSC.286(71), ships operated inside the Baltic Sea and the North Sea ECAs and constructed on or after 1 January 2021 should have engines Tier III certified. The same will apply for engines installed (addition or replacement) on existing ships on or after 1 January 2021.

The Tier III controls apply only to specified ships while operating in Emission Control Areas (ECA) established to limit NOx emissions. Outside Emission Control Areas (ECA) the Tier II controls apply. There are exemptions for ships to navigate in a NOx Tier III ECA only with Tier II engines or fitted with dual fuel engines to navigate without compliance fuel (e.g LNG) as well as for ships which sail directly from shipyard (newly built) or visit a shipyard for conversion, repair or maintenance.
