Revised AMSA directions for cruise ship emissions in Sydney Harbour

AMSA is issuing directions that require cruise vessels capable of accommodating more than 100 passengers that are berthing in Sydney Harbour to limit sulphur emissions by using low sulphur fuel or an alternative measure that achieves an equivalent outcome as described here below:

– using fuel with a sulphur content not exceeding 0.10% mass per cent concentration (0.10% m/m) or

– using an exhaust gas cleaning system, certified and approved in accordance with the International Maritime Organization Guidelines for Exhaust Gas Cleaning Systems 2015 or

– using a power source external to the vessel or

– using a combination of any of the above measures.

The issued directions permit changeover to low sulphur fuel within one hour of arrival and changeover back to heavy fuel oil up to one hour prior to departure.

PSC Officers will conduct compliance checks to verify that cruise ships are using low sulphur fuel by inspecting the ships fuel management system, bunker fuel delivery reports, logbook records and the system records where exhaust gas cleaning systems are used.
