Amendments to MARPOL Annex VI on Data collection system for fuel oil consumption of ships entered into force on 1 March 2018

Amendments to MARPOL Annex VI MEPC are adopted as per Resolution 278(70), regarding a data collection system for fuel consumption of ships. More specifically, a new regulation 22A is adopted in MARPOL Annex VI, Ch.4 regarding the Collection and reporting of ship fuel oil consumption data. The data collection system for fuel consumption is applicable from 1st January 2019 for ships of 5000GT and above.

The Guidelines for developing Ship Energy Efficiency Management Plan (SEEMP) have been revised and the new ‘2016 Guidelines for the Development of SEEMP’ were adopted as per resolution MEPC 282(70).

SEEMP should be revised before 31st December 2018 to include a description of the methodology that will be used to collect the fuel oil consumption data as well as the processes that will be followed to report the data to the ship’s Administration.

Shipping Operators should submit to their Flag Administration or a Recognized Organization (RO) nominated by the Flag annual reports on ships fuel oil consumption data for the previous calendar year.

Upon the verification of the submitted data, the Flag Administration or RO will issue a Statement of Compliance related to fuel oil consumption of the ship. Flag States will submit the related data to IMO Ship Fuel Oil Consumption Database.  IMO will produce an annual report to MEPC summarizing the data collected.

IMO has launched the ship fuel consumption database through the Global Integrated Shipping Information System (GSIS) platform and Members States have access to such Database.

Ships not flying the flag of a Party to MARPOL Annex VI will still be required to demonstrate compliance with the related requirements.
